The Bitrate is crap because Netflix is throttling all streams for the forseeable future because the EU's internet is shit and can't handle everyone being at home watching Netflix. To be fair, the US internet can't either.

To be fair, the US internet can’t either. The bandwidth occupancy in mainland Europe isn't even at 50% for the past two weeks on the main backbones, some ISPs also came out and said that this is nothing but Netflix, Youtube and Amazon trying to score some brownie points with the EU, pretending that they are doing something for European citizens, all that being said, Netflix Europe has nothing to do with Netflix Japan, where they are not reducing quality, although here in Europe I have not noticed any drop in quality in any those tree mentioned services.
