I'll let NoraInuG explain this rare anime in their own words: (taken from the description of the YouTube upload) This rare and somewhat sought after Moeru! Onii-san/Kimagure Orange Road TV special was produced after the Kimagure Orange Road television series ended but before the Moeru! Onii-san television series premiered. While this episode is more or less a recap episode of the latter half of the Kimagure Orange Road TV series, it does promote and showcase the Moeru! Onii-san TV series which was set to take over its timeslot. While not a cross-over, it is interesting to listen to Kazuki Yao perform his upcoming voice acting role as Kenichi Kokuhou while interacting with Tooru Furuya, Eriko Hara and Hiromi Tsuru as they perform their respective voice acting roles as Kyousuke Kasuga, Hikaru Hiyama and Madoka Ayukawa. This encode appears to be taken from an original VHS recording of a TV broadcast with all the commercials taken out, and this can be seen with the constant on screen news flash interruptions that appear throughout this episode about a hostage situation at a bank in Setagaya.

@Moses35i - Based on anidb it was just a compilation edit of episode 13 and 14 of TV series release on OVA format, so probably no new scene...

Had to transcode this thing when VLC threw a fit because the video stream was "Windows Media Video 9". Friends don't let friends use Windows Media Player to encode files. The NNN news alert was hilarious. Most likely some disgruntled pensioner with a kitchen knife. I would kill to have the original recording with the commercials intact.
