Yes, this is the full version of the "Luminous Witches" animated special PV. The BD in question is http://w-witch.jp/luminous/news/?mode=detail&id=20200904_3 which contains the full "Flying Skyhigh" MV, a making-of for the MV, group member interviews, this PV, three other short audio-only PVs which I believe are all on Kadokawa's YouTube, and a collection of storyboards/animation frames. It also came with some cute chibi stickers drawn by Humikane. Looking at my link, I see that MAL probably thought that estimated 15 minutes of original content was all animation, but they were unfortunately mistaken.
