As a cel-shading anime, it's free from the common banding and aliasing artifacts, but there's an overlay of very bold film grains. To control the file size, static and dynamic grains are treated separately. The static grains are kept in order to preserve the original textures, whereas the dynamic grains are selectively removed to reduce the file size.
