CLAMP probably figured they couldn't get an anime made for this, so they gave up. This group of authors is very much into using their titles to sell merchandise. That means getting an anime made is high on their list as the anime is what drives merchandise sales and license sales. To such an author group, it's better to go on hiatus so that they can put their efforts into a different title more likely to have an anime made. The problem is that this title is on hiatus for basically 10 years and that it doesn't have the charm of Sakura or Chii to carry it volume after volume.
